REORGANIZATION 2026

Reorganization and the Election of Officers

Every two years, the DPVA Party Plan requires all local democratic committees to reorganize.  This effort is meant to 

  • reconnect the local Democratic committee with fellow Democrats in the locality;
  • give a chance to affirm or change leadership;
  • review bylaws for needed updates or changes;
  • renew and grow local membership.

The current reorganization period is set to take place between Dec 1, 2025 and Jan 15, 2026.


Additional responsibilities during this time include submitting to the local circuit court judge at least three (3) names to be nominated and considered for appointment to the local Electoral Board.  This action must be completed by Dec 15, 2025

WHY?  Because we need you to complete the following actions:

  • if you have filled out an official membership application before - we need for you to complete a NEW membership application.
  • if you have NEVER filled out an official membership application before - we invite you to become a full member complete with voting rights to conduct official GCDC business.

The Greene County Executive Committe has already been hard at work doing training, identifying what needs to be done, and putting a plan in place to complete all required actions by the respective deadline.

  • December 15, 2025

 The Greene County Electoral Board is now entitled to two Democratic appointments to the three member Board.  It is the responsibility of the local Committee Chair to submit vetted eligible voters to the local circuit court judge.

A waiver was granted by the DPVA for the GCDC to hold our official Caucus during our regularly scheduled Potluck meeting.  This meeting is VERY IMPORTANT because it reestablishs our members with voting rights and elects our officers.

Reorganization Assembled Caucus Rules for the Green County Democratic Committee

Grace Episcopal Church       16 Jan 2026

  1. 5:30 PM - the doors to the caucus room shall open for one hour and the check-in process shall begin.
  2. 6:30 PM - the doors to the caucus room shall be closed.  Persons standing in line to complete a Caucus Participation Form at the time that the doors are closed will be allowed to complete their forms and participate in the Caucus.
  3. The official clock shall be kept by the GCDC Chair
  4. The GCDC Chair shall oversee the entire process and delegate responsibilities as they see fit.  These responsibilities shall include checking in caucus participants, seating them, and serving as tellers for the contested elections.
  5. The General Meeting shall be called to order by the GCDC Chair.   The GCDC Chair shall appoint a Caucus Chair who shall then call the Caucus meeting to order.
  6. The Caucus Chair shall appoint a Secretary of the Caucus who shall record the meeting.
  7. The first order of business will be to adopt these rules as permanent.
  8. The Caucus Chair shall announce the total number of credentialed participants, and inform the participants of the contested elections to be held in order to elect members.
  9. Pursuant to the Call to Caucus, those positions where equal or fewer people filed to the number of available positions shall have their elections, and the duly filed persons shall be declared the winner by acclamation.
  10. Participants will be given ballots for the contested elections they are eligible to participate in upon checking in.  The ballots shall be filled out by making a mark in the box next to their candidate of choice.
  11. Upon the tallying of votes, the Caucus Chair shall announce the winners of the contested elections.
  12. Upon the announcement of winners, the Caucus shall be adjourned, and the room shall be emptied in preparation for the officer elections.

Election of Officers

There are five officer positions that form the GCDC Executive Committee.  All officers shall serve for a period of two (2) years or until the next reorganization.  Officer responsibilities are as follows:

 

Chair - Serves as the GCDC's leader and official representative in all public and DPVA matters

Vice Chair 1 - Collaborates with the Chair and Vice Chair 2 on assigned tasks

Vice Chair 2 - Collaborates with the Chair and Vice Chair 1 on assigned tasks

Secretary - Serves as the repository for all official proceedings and meetings

Treasurer - Responsible for and manages all funds, payments, and financial records
