The Greene County Democratic Committee is holding an assembled caucus for the purpose of electing State Delegates and Alternates to the VA-CD7 District Convention and to the Virginia State Convention. Delegates to represent Virginia at the National Democratic Convention in Chicago in August will be elected during the State Convention.
All Democrats registered to vote in Greene County may attend the caucus and vote for Delegates.

The CD7 Convention will be held on Saturday, 10 a.m., May 18, 2024, at the James Monroe High School, 2300 Washington Ave., Fredericksburg, Virginia.
The State Convention will be held at 10:00 a.m., Saturday, June 22, 2024, at the Greater Richmond Convention Center, Grand Ballroom, 403 North Third Street, Richmond, VA, 23219.
I. CANDIDATE FILING
Only candidates committed to the nomination of the Democratic Candidate for President of the United States may serve as Delegates or Alternates.
Candidates for State Delegate must be available to attend both conventions on the above-mentioned dates.
Each person seeking to become a State Delegate to the CD7 and State Conventions shall file an electronic Declaration of Candidacy no later than 5:00 p.m., April 15, 2024. This declaration form shall include the Presidential Candidate this Delegate seeks to represent.
Delegates must pay their own expenses to the CD7 and State Conventions, and if selected to represent Virginia at the National Convention.

Greene County has been allocated four delegates and
one alternate for the District and State Conventions.
If four or fewer people file their Declaration of Candidacy
by 5:00 p.m. on Monday, April 15, 2024, the Caucus will be cancelled.
II. CANDIDATE QUALIFICATION
In order to certify the eligibility of a candidate for election, the Chair shall ascertain that each prospective candidate:
Is a resident of, and registered to vote in, Greene County, Virginia.
Is a Democrat.
Does not intend to support, endorse, or assist any candidate who is opposed to a Democratic nominee or endorsee in the November 2024 election.
Is not a member of any other political party.
Has not participated in, and will not participate in, the nomination process of any other political party for the November 2024 election.
III. CAUCUS RULES
The Chair of the Committee shall act as the Temporary Chair of this caucus. In the event the Chair cannot serve, the Chair shall name a replacement.
The Chair shall appoint persons to assist in the conduct of the assembled nominating caucus, to include but not limited to: Caucus Chair & Secretary.
The caucus shall be conducted in accordance with the Virginia Democratic Party Plan and the Greene County Democratic Committee Call to Caucus.
This assembled caucus shall occur at the Stanardsville Town Hall. Doors will open at 7:00 and be closed at 7:30 when voting begins.
Only those candidates who properly pre-filed will be recognized as such and included on the ballot.
All forms, ballots and other published material shall be approved by the Greene County Democratic Committee.
IV. CAUCUS PROCEDURES
Each person who participates in the caucus must complete a participation form and sign a statement stating that the person is a Democrat and is registered to vote in Greene County, is not a member of any other political party, does not intend to support any candidate opposed to the Democratic nominee in the upcoming General Election, and has not participated in and will not participate in the nominating process of any other party for the General Election.
A ballot will only be given to a participant in exchange for a properly certified caucus participation form.
The caucus chair will provide reasonable accommodations to provide for full participation for any caucus participant who has a disability. Curbside voting may be permitted and the vehicle shall be designated and treated as a voting area, and there will be no campaign activity allowed inside or outside the vehicle.
Press and observers are permitted in the room in which the caucus takes place; however, they shall be restricted to an area where they will not interfere with certification or the conduct of the caucus.
III. VOTING
Only those candidates who properly pre-filed will be recognized as such and included as candidates to be voted upon.
Caucus participants will vote by a show of hands for each candidate.
The Caucus Chair and Secretary shall count the votes.
The candidates with the most votes cast will be declared the winners for the four Delegate slots. If there is a tie vote the vote will be repeated. If that still results in a tie, the tie will be broken by coin flip.
The candidate with the next lower number of votes shall be the alternate.
If there are any challenges to the conduct of the election, they will be resolved by referring to the Democratic Party of Virginia Party Plan. Challenges must be filed within 5 days.
The Chair of the Greene County Democratic Committee shall file the results with the Democratic Party of Virginia and with the State Board of Elections as soon as possible following the caucus.
